1. Introduction

The Town of Raymond, Maine (“the Town,” “we,” “us,” or “our”) provides an optional notification service for residents to receive official community updates, meeting notices, service notifications, and public notices by email and SMS. TownCloud Broadcast provides the service on the Town’s behalf.

This Privacy Policy explains how the Town collects, uses, and protects information through this notification service.

2. Information We Collect

  • Full name: Required to identify your subscription.
  • Email address: Required if you choose Email only or Both. Used to send official, non-marketing Town notifications.
  • Mobile phone number: Required if you choose SMS only or Both. Used to send official, non-marketing Town SMS notifications.
  • Communication preference: Records whether you select email, SMS, or both.
  • Consent records: The date, time, and content of your SMS consent, including your confirmation reply.
  • Account credentials: If you create an account, we use your email address and password to authenticate and manage it.
  • Automatically collected information: IP address, browser or device type, and timestamps, used for security, analytics, and troubleshooting.

3. How We Use Your Information

We use email addresses solely to send official Town of Raymond notifications, including community updates, meeting notices, service notifications, and public notices.

We use mobile phone numbers solely to send official Town of Raymond SMS notifications in those same categories.

We may use account, IP, and device information to authenticate users, prevent abuse, monitor performance, troubleshoot issues, and improve the service.

4. SMS Program Terms

SMS is optional. You receive Town of Raymond SMS notifications only if you provide a mobile number, select SMS or Both, check the unchecked SMS consent box, and confirm your enrollment by replying YES to our confirmation text.

By checking the SMS consent box, you agree to receive informational text messages from the Town of Raymond, Maine for community updates, meeting notices, service notifications, and public notices.

  • Message and data rates may apply.
  • Message frequency varies based on Town notification activity.
  • Reply STOP to any message to opt out at any time.
  • Reply HELP for help, or contact the Town using the information in Section 11.
  • Consent to receive SMS is not a condition of receiving Town services.
  • You will receive a confirmation text after signup and must reply YES before SMS alerts are enabled.

5. Data Sharing and Disclosure

We do not sell, rent, or share personal information with third-party marketers.

No mobile information, including phone numbers and SMS opt-in data collected for text messaging, will be shared with or sold to third parties or affiliates for marketing or promotional purposes.

TownCloud Broadcast and its messaging infrastructure providers process information only as needed to deliver Town notifications on the Town’s behalf.

We may share aggregated, anonymized statistics, such as subscriber counts, for operational purposes. These statistics do not include personal identifiers.

We may disclose information when required by law or when necessary to prevent fraud, abuse, or security threats.

6. Opt-In and Opt-Out

  • Opt-in: You explicitly select Email only, SMS only, or Both when registering. SMS also requires an unchecked consent box and confirmation by replying YES.
  • Email opt-out: Click the unsubscribe link in any email.
  • SMS opt-out: Reply STOP to any SMS. You will receive a final confirmation message.
  • SMS help: Reply HELP to any SMS, or contact the Town using the information in Section 11.

After opting out, you will no longer receive messages unless you enroll again.

7. Data Security

We use HTTPS/TLS encryption for information in transit and encrypted storage at rest. Access to personal information is limited to authorized personnel.

8. Data Retention

We retain your name, email address, phone number, communication preference, and consent records while you remain an active subscriber or until you request deletion.

If you opt out or request deletion, we will remove your information within 30 days, except for anonymized logs and records we must retain to document opt-in and opt-out history or meet legal obligations.

9. Children’s Privacy

This service is intended for users age 13 and older. We do not knowingly collect information from children under 13. If you believe we have collected such information, contact us immediately.

10. Policy Updates

We may update this policy. We will post the revised policy on this page with an updated “Last Updated” date. We will communicate significant changes to active subscribers when appropriate.
